By September, Odisha had spent only a quarter of its capital outlay and about a third of its annual budget estimate, according to Business Standard.
Odisha's finance department reported that, as of September, the state had utilized merely 25% of the capital outlay earmarked for the fiscal year. The same period saw only 33% of the overall annual budget estimate being spent, Business Standard noted.
The low expenditure rates indicate that a large share of the funds allocated for infrastructure, development and other government schemes remains unspent. Analysts typically view such under‑utilisation as a signal that many projects are either delayed or awaiting further approvals.
State officials may need to accelerate disbursements to meet the remaining fiscal targets before the year‑end, ensuring that the allocated resources translate into tangible outcomes for the population.
