During a routine check, officers discovered a large quantity of brown sugar concealed in the couple's vehicle.
The seized sugar is believed to be intended for illegal sale, as the couple had no legitimate license for its transport.
NCB officials said the arrest is part of a broader effort to curb smuggling of contraband goods across the Sikkim–West Bengal border.
