The Manipur Congress has highlighted that a large portion of the state’s budget remains unspent while debt levels rise, and it is calling for a thorough audit and accountability from the government.

Manipur’s opposition Congress party released a statement on Thursday accusing the state government of failing to utilise a significant share of the approved budget for the current fiscal year. The party said that despite allocations for key sectors such as health, education and infrastructure, many funds remain idle in treasury accounts.
The Congress also warned that the state’s debt burden has been climbing, citing recent financial reports that show a rise in borrowing to meet recurring expenditures. It argued that unchecked borrowing could jeopardise fiscal stability and limit resources for development projects.
In response, the party demanded a comprehensive audit of budget execution and a public disclosure of debt figures. It called on the chief minister and finance minister to appear before the legislative assembly’s finance committee to answer questions on fiscal management and to propose corrective measures.
The statement concluded by urging civil society and the media to monitor the situation closely, emphasizing that transparent governance is essential for the welfare of Manipur’s citizens.
