The Haryana police has operationalised a database containing 45,207 identified active offenders, with more than half (57%) classified under a newly introduced RJSF profiling pattern.
Haryana’s law‑enforcement agency has formally activated a comprehensive database that lists 45,207 individuals deemed "active criminals" across the state. The system is intended to streamline investigations, improve intelligence sharing and support rapid response to criminal activity.
According to the police, verification exercises confirmed that 57 per cent of the entries match a newly devised profiling framework called the RJSF pattern. This pattern groups offenders based on repeat‑offence behaviour, geographic hotspots and links to organised crime networks.
Officials explained that the RJSF model, short for "Repeat‑Junction‑Serial‑Felony" pattern, enables analysts to flag high‑risk suspects earlier and allocate resources more efficiently. The database integrates data from district crime records, FIRs and surveillance inputs, creating a single searchable platform for investigators.
The rollout follows a statewide push to modernise policing tools and is expected to reduce investigation times and improve conviction rates. Authorities plan periodic updates to the database and will expand the RJSF criteria as more intelligence becomes available.
