Haryana High Court Strikes Down HPSC's NET Cut-off Blocking Out‑state Reserved Candidates

The Haryana Public Service Commission (HPSC) had introduced a new NET cut‑off criterion that effectively barred reserved category candidates from other states from applying for its recruitment exams. Several candidates challenged the rule, arguing it violated constitutional reservation provisions. After hearing the petitions, the Haryana High Court observed that the cut‑off created an unreasonable barrier for eligible candidates belonging to SC, ST and OBC categories residing outside Haryana. The court concluded that the rule was discriminatory and set it aside, directing HPSC to revert to the previous eligibility criteria.
