The central government has issued new regulations requiring households and businesses to separate waste into four distinct streams, aiming to improve recycling and reduce landfill use.

The Ministry of Housing and Urban Affairs announced new waste‑management rules that compel every household, commercial establishment and institution to sort their refuse into four categories – biodegradable, recyclable, hazardous and residual – before disposal. The directive, issued under the Solid Waste Management (SWM) framework, seeks to streamline collection, boost material recovery and cut the volume of waste sent to landfills.

Local municipal bodies have been tasked with setting up separate collection bins and monitoring compliance. The rules prescribe a phased rollout, with major cities required to achieve full segregation within twelve months, while smaller towns are given an eighteen‑month window. Non‑compliance may attract fines ranging from INR 5,000 to INR 50,000, depending on the severity and recurrence of the violation.

Officials say the four‑way segregation aligns with the Swachh Bharat Mission’s long‑term goals and is expected to generate significant economic benefits by creating a larger feedstock for recycling industries. The government plans to launch public‑awareness campaigns and provide technical assistance to waste‑picker cooperatives to ensure smooth implementation across the country.
