Seven people lost their lives in a crowd crush at the Asok Dham temple in Patna, Bihar, on Sunday.
Police say the crush occurred when a large gathering of devotees rushed towards a power pole that was already bent.
An investigation has found that the ground around the pole was weakened after two to three feet of soil was removed about 20 days before the incident.
Despite the risk, thousands of worshippers continued to attend the temple.
Authorities are probing the incident and have not yet released a formal statement.
