Speaker of Lok sabha shri om Birla delivery the valedictory
NAZIR Ahmad Sofi
Speaker of Lok Sabha Shri Om Birla delivered the valedictory address at the closing of the Conference of Chairpersons of Public Accounts Committees of Parliament of India and State/UT Legislatures In Thiruvananthapuram today.
The two-day Conference, attended by representatives of PACs from 27 States and Union Territories, culminated in the adoption of a common resolution to strengthen financial discipline, transparency and accountability in public financial management. The resolution envisages rigorous scrutiny of public funds, a digital platform for sharing experiences and best practices, time-bound submission of Action Taken Reports, digital audit monitoring systems across States/UTs, regular training and capacity-building, more frequent PAC meetings and stronger coordination with the CAG through advanced analytical and forensic tools. Shri Birla emphasised that increased budgetary allocations alone do not signify the success of a scheme; its true success lies in ensuring, through regular legislative oversight, that funds are utilised for their intended purposes. Expressing confidence that the collective deliberations and exchange of experiences would further strengthen and empower PACs, he said that the resolution would be taken forward to promote more effective and accountable financial governance.
