The tunnel, part of the National Hydroelectric Power Corporation’s infrastructure, was the site of the accident.
Earlier efforts had recovered several bodies, but a few remain trapped within the tunnel.
Authorities are coordinating the rescue with local police and emergency services to ensure a safe recovery.
