The Rajasthan state administration has announced a draft Standard Operating Procedure aimed at managing student protests on campuses, emphasizing dialogue over force.

The education department of Rajasthan released a draft Standard Operating Procedure (SOP) intended to guide the handling of student protests across the state’s colleges and schools. Officials said the document seeks to replace coercive measures with structured dialogue between authorities and student representatives.

Key provisions of the draft include the formation of a grievance redressal cell, mandatory prior notice before any demonstration, and a clear timeline for police involvement only after peaceful negotiations have failed. The SOP also outlines penalties for disruptions that threaten safety, while guaranteeing the right to peaceful assembly.

State officials highlighted that the move comes after a series of campus unrest incidents in recent months, which they argue have sometimes escalated due to heavy-handed responses. By institutionalising a transparent process, the government hopes to maintain academic continuity while respecting democratic expression.

The draft will be circulated among university vice-chancellors, student unions and civil society groups for feedback before it is tabled in the state cabinet for final approval.
