Odisha rolls out e-detection system to target uninsured, PUCC-less vehicles

The Odisha transport department has launched an electronic detection system to identify and penalise vehicles lacking Pollution Under Control certificates or valid insurance.
The transport ministry of Odisha announced the deployment of an electronic detection platform designed to spot vehicles that do not possess a valid Pollution Under Control Certificate (PUCC) or insurance cover. The system integrates high‑resolution cameras with a central database, automatically scanning licence plates and cross‑checking registration details in real time. When a non‑compliant vehicle is detected, an alert is sent to traffic enforcement officers for immediate action.
Officials said the initiative aims to curb illegal vehicle operation, improve road safety and ensure environmental compliance across the state. The pilot phase began in the capital, Bhubaneswar, with plans to extend coverage to major highways and urban centres within the next few months.
The e‑detection rollout is part of Odisha's broader push to modernise traffic monitoring and enforce existing regulations without relying solely on manual checks. Authorities expect the technology to reduce the number of uninsured and polluting vehicles on the road, thereby lowering accident rates and emissions.
