The National Green Tribunal has instructed the Himachal Pradesh government to determine the tourist carrying capacity for the Koksar, Manali and Solang valleys.

The National Green Tribunal (NGT) has issued a directive to the Himachal Pradesh administration to finalize the carrying capacity for three popular tourist destinations – Koksar, Manali and Solang valley. The order comes amid growing concerns that unchecked visitor numbers are putting pressure on fragile mountain ecosystems and local infrastructure.

In its ruling, the tribunal emphasized the need for a scientific assessment of the maximum number of tourists each area can sustainably accommodate without degrading natural resources, waste management systems, or community livelihoods. The government has been asked to submit its findings and a management plan within a stipulated timeframe.

State officials are expected to consult environmental experts, local bodies and tourism stakeholders to draft guidelines that balance economic benefits with ecological preservation. The move signals a broader push across the Himalayas to regulate tourism growth and protect biodiversity.

If the capacity limits are enforced, authorities anticipate better control over waste, reduced traffic congestion, and improved safety for visitors, while preserving the scenic beauty that draws travelers to these valleys.
