A parliamentary committee reported that prisons across Himachal Pradesh are 30% over their sanctioned capacity, with Mandi jail housing three times more inmates than authorized.
A parliamentary oversight panel has highlighted a serious crowding problem in Himachal Pradesh's correctional facilities, noting that the state's prisons are operating at 130% of their approved strength. The report points out that Mandi central jail is the most affected, holding roughly three times the number of inmates it was designed for.
Overcrowding has raised concerns about inmate health, safety and the ability of prison staff to maintain order. Experts warn that cramped conditions can exacerbate the spread of communicable diseases and increase tension among prisoners, potentially leading to unrest.
State authorities have been urged to accelerate plans for expanding existing infrastructure or constructing new facilities. The committee also recommended reviewing sentencing policies and exploring alternative measures such as bail or community service for non‑violent offenders to ease the pressure on the system.
