VISTA Sales Private Limited, the firm responsible for the stock, was unable to furnish the required sale and transport documents that would substantiate the missing volume. Under the provisions of the Madhya Pradesh Sand Mining Act, failure to produce such documents is deemed a serious violation.
Following a hearing, the Collector Court imposed a monetary penalty of Rs 27.44 crore on the company. The fine reflects both the volume of sand unaccounted for and the seriousness of non‑compliance with statutory documentation requirements.
