Jammu & Kashmir mandates 25% reservation for locals in private university seats and jobs

The Jammu & Kashmir government has issued rules requiring private universities to set aside at least 25% of admission seats and job openings for state residents.

The administration of Jammu & Kashmir has released a notification that obliges all private higher‑education institutions in the union territory to reserve a minimum of one‑quarter of their academic seats and employment positions for local residents. The directive, issued by the J&K Higher Education Department, aims to increase participation of Kashmiri students and graduates in private sector education and employment.

Under the new rule, private universities must ensure that 25% of their intake across all programmes, as well as 25% of staff vacancies, are filled by candidates who are domiciled in Jammu & Kashmir. The reservation is to be applied from the next admission cycle, although the exact implementation timeline was not detailed in the brief notice.

The government says the measure will help address the region's unemployment challenges and give local talent greater access to quality higher‑education facilities. While some educational bodies have welcomed the step as a boost for regional development, others have raised concerns about compliance and the impact on institutional autonomy.

The notification does not specify penalties for non‑compliance, but it signals a clear policy shift toward prioritising local human resources in the private education sector.
