Home Minister Clarifies FCRA Amendment Bill Will Not Be Retrospective

The Home Minister has confirmed that the proposed amendments to the Foreign Contribution Regulation Act will not apply retroactively, addressing concerns raised by the Chief Minister of Mizoram.
The Home Minister today assured that the pending FCRA Amendment Bill will not have a retrospective effect, a statement that came in response to concerns voiced by the Chief Minister of Mizoram. The clarification was made during a briefing on the proposed changes to the Foreign Contribution Regulation Act, which seeks to tighten the regulation of foreign donations to Indian organisations.
The Home Minister explained that the bill’s provisions will apply only from the date of enactment and will not alter the status of contributions received before that date. He emphasized that the government’s intent is to enhance transparency without disrupting existing charitable activities.
Mizoram’s Chief Minister had earlier expressed apprehensions that the amendments could affect ongoing projects funded by foreign contributions. The Home Minister’s assurance is expected to allay fears among NGOs and state governments across the country.
The FCRA Amendment Bill is currently under consideration in Parliament, and the government has indicated that it will seek to balance regulatory oversight with the operational needs of civil society organisations.
