Central to the blueprint is a target of adding roughly four million new flats, a move aimed at easing the city’s chronic housing shortage and expanding affordable housing stock. The plan couples this housing push with mixed‑use, transit‑led development, concentrating higher‑density projects around metro and bus corridors to cut dependence on private cars.
