The Chhattisgarh government has issued new sand mining regulations for 2025, mandating electronic auctions for mining leases to increase transparency and revenue.
The state of Chhattisgarh has unveiled the Sand Mining Rules 2025, a regulatory framework aimed at modernising the extraction of river sand. A key feature of the rules is the shift to an online auction platform for allocating mining leases, replacing the earlier manual and often opaque processes.
According to the notification, all applications for sand mining permits must be submitted through a dedicated digital portal, where interested parties can bid in real time. The government expects the electronic system to curb illegal mining, reduce disputes over lease allocation, and generate higher auction revenues for the state treasury.
The rules also prescribe stricter environmental safeguards, including mandatory impact assessments and periodic monitoring by the State Pollution Control Board. Violations will attract penalties ranging from fines to revocation of licences. Industry stakeholders have been advised to familiarize themselves with the new procedures before the first auction cycle, slated to begin later this year.
