A recent Comptroller and Auditor General audit reveals that prisons in Himachal Pradesh are operating beyond capacity and lack sufficient personnel.

The Comptroller and Auditor General (CAG) has released an audit highlighting serious shortcomings in the prison system of Himachal Pradesh. The report finds that several jails are holding inmates well beyond their designed capacity and are chronically understaffed, compromising security and inmate welfare.

Overcrowding, according to the audit, strains basic facilities such as sanitation, medical care and rehabilitation programs, while the shortage of prison staff hampers effective supervision and increases the risk of disturbances. The CAG notes that these conditions fall short of national standards for correctional institutions.

State authorities have been urged to address the gaps by expanding infrastructure, accelerating recruitment of qualified personnel, and improving management practices. The report recommends a systematic review of inmate classification and the adoption of alternative sentencing to reduce the inmate load.

The findings come as a call for immediate policy action to ensure that the prison system meets its legal and humanitarian obligations, safeguarding both staff and inmates.
