Kalaburagi High Court Issues Urgent Notice to DCC Bank President Amar Khandre

Bidar: The Karnataka High Court bench in Kalaburagi has issued an urgent notice concerning a petition challenging the continuation of Amar Kumar Bhimanna Khandre as the director and president of the Bidar District Central Cooperative Bank for a third term. Petitioner Shivraj Perashetty Patil stated that the petition alleges violations of Section 10A(2A)(1) of the Banking Regulation Act and related Reserve Bank of India regulations.

Shivraj Patil, a member of Attiwal Kapalapur Cooperative Society, had submitted representations on September 28, 2026, to the Principal Secretary of the Cooperation Department in Bengaluru and RBI officials, urging compliance with rules governing the tenure of cooperative bank directors and requesting appropriate action against any irregular continuations. Amar Kumar Khandre was first appointed director on October 19, 2013, reappointed for a second term on October 21, 2018, and has now continued for a third term, which is being legally contested. The petition, filed as Writ Petition No. 204231/2026, seeks verification of Khandre’s eligibility and adherence to tenure regulations.

The court has scheduled a hearing on October 9, 2026, and issued notices to representatives from the Cooperation Ministry, central and state cooperative departments, Bidar District Cooperative Societies Registration Authority, RBI officials, DCC Bank CEO, and current directors including Amar Kumar Khandre. Senior advocate Jairaj is representing the petitioner before the Kalaburagi High Court bench, as reported by Shivraj Perashetty Patil, member of Attiwal Kapalapur Cooperative Society.
