Bhopal to Adopt Indore’s Rehabilitation Model to End Begging

The Bhopal administration announced it will implement the Indore‑based rehabilitation and counseling framework to eradicate begging in the city.
The municipal authorities of Bhopal have declared that the city will roll out the rehabilitation‑focused scheme pioneered in Indore to make Bhopal beggar‑free. The decision, announced in a press briefing, targets the systematic removal of street begging through structured support rather than punitive measures.
Under the Indore model, individuals engaged in begging will be identified by rescue teams and offered counseling, skill‑development training and placement assistance. The approach emphasizes psychological support and livelihood creation, aiming to reintegrate beggars into mainstream society.
Implementation will begin with a pilot in selected wards, where local NGOs and the state rescue department will coordinate outreach. Officials expect the program to reduce visible begging within six months and to serve as a template for other cities in Madhya Pradesh.
The administration stressed that success depends on community participation and sustained funding for counseling centers and vocational workshops. Continuous monitoring will be conducted to assess the impact and refine the strategy.
