The Assam government has approved the formation of fifteen new councils tasked with examining existing welfare programmes, aiming to improve implementation and reach.

The Assam cabinet, meeting in Dispur, gave its nod to the creation of fifteen dedicated councils that will scrutinise the state's numerous welfare schemes. Each council will focus on a specific sector, such as health, education, agriculture and social security, and will submit periodic reports to the chief minister's office.
Officials said the move is intended to address gaps identified in recent audits and to ensure that benefits reach the intended beneficiaries more efficiently. The councils will comprise senior bureaucrats, subject‑matter experts and representatives from civil society.
The government expects the councils to recommend corrective actions, streamline eligibility criteria and propose new delivery mechanisms where needed. Findings will be discussed in subsequent cabinet sessions before any policy changes are enacted.
By institutionalising a systematic review process, Assam aims to strengthen its welfare architecture and set a precedent for other states seeking to enhance transparency and impact of public programmes.
