Promotion Eligibility to be Calculated from Calendar Year of Joining Feeder Cadre, Not Exact Date

Live Law reported that a recent policy clarification will now determine promotion eligibility for feeder‑cadre personnel based on the calendar year in which they entered the cadre, instead of the exact date of joining. The change aims to standardise the calculation method across various government services that employ a feeder‑cadre system.

Under the revised approach, an officer who joins any feeder cadre in a given year will have that entire year counted as the first year of service for promotion purposes. Consequently, the eligibility timeline will no longer vary according to the day or month of entry, simplifying administrative processing and reducing ambiguities in seniority calculations.

Officials indicated that the amendment is expected to bring uniformity to promotion reviews and may affect the timing of upcoming promotion cycles. While the directive does not alter the total service length required for advancement, it could accelerate eligibility for those who joined later in the year under the previous system.

The government has advised departments to update their internal guidelines accordingly and to inform affected officers of the new counting method. Implementation is slated to begin with the next promotion round, pending any further clarifications from the concerned ministries.
