The Mizoram state government has announced that refugees will be counted in the 2027 Census and that providing Aadhaar numbers will not be mandatory.
Mizoram's administration confirmed that the upcoming 2027 national census will incorporate refugees residing in the state, marking a shift from previous enumeration practices. The decision was disclosed during a briefing by the state’s Chief Electoral Officer, who emphasized the need for a comprehensive demographic picture.
Officials explained that counting refugees will help refine resource allocation, development planning, and social welfare schemes tailored to the state's unique demographic profile. The move aligns with central guidelines encouraging states to capture data on non-citizen populations for better policy formulation.
In a parallel announcement, the government clarified that individuals will not be compelled to furnish their Aadhaar numbers to be recorded in the census. This stance seeks to address privacy concerns and ensure participation from communities wary of linking biometric data to official records.
The state has urged local NGOs and community leaders to assist in sensitising refugee groups about the census process, assuring them that their information will be used solely for statistical purposes and will not affect their legal status.
