The state government issued a fresh Government Resolution that requires at least 51% physical presence of co‑owners, introduces secret ballot voting and mandates public tendering for redevelopment projects.

The Maharashtra government has released a new Government Resolution (GR) that overhauls the existing framework for urban redevelopment. The resolution seeks to make the consent process more transparent and accountable by setting clear procedural standards.

Under the GR, co‑owners of a property must now be present in person for at least 51% of the voting members during a redevelopment meeting. This physical attendance threshold replaces earlier provisions that allowed decisions to be taken largely through proxy or remote means.

The resolution also introduces secret ballot voting, ensuring that individual choices remain confidential and reducing the scope for coercion. In addition, all redevelopment projects will have to be awarded through public tendering, opening the process to competitive bids rather than direct negotiations.

Officials said the measures are intended to protect the interests of homeowners, curb malpractices, and attract credible developers by providing a level playing field. Industry observers expect the changes to slow down some ongoing projects while improving overall trust in the redevelopment ecosystem.
