The Jammu and Kashmir Higher Education Department has cautioned college faculty and administrative personnel that failure to maintain prescribed attendance records will attract disciplinary action.
The Higher Education Department of Jammu and Kashmir released an official circular warning all college teaching and non‑teaching staff that non‑compliance with attendance norms will lead to disciplinary measures. The notice, addressed to principals, department heads and administrative officers, reiterates the department's commitment to ensuring regular monitoring of staff presence in classrooms and offices.
According to the directive, each institution must maintain a daily attendance register and submit monthly compliance reports to the department. Staff members whose attendance falls below the stipulated threshold—currently set at 75 percent—will be subject to penalties ranging from written warnings to suspension, depending on the severity and recurrence of the violation.
The department has asked college authorities to conduct internal audits and sensitize their employees about the importance of regular attendance for academic quality. It also urged any staff facing genuine hardships to seek prior permission, thereby distinguishing between unavoidable absences and deliberate neglect.
The move follows a series of complaints from students and parents about irregular class schedules in several government‑run colleges. By tightening attendance enforcement, the department aims to improve teaching standards and restore confidence in the higher‑education system of the state.
