The CAG observed that Jammu and Kashmir did not draw ₹3,970 crore of central assistance meant for the Jal Jeevan Mission. This indicates a gap in the implementation of the central drinking water scheme.

The Comptroller and Auditor General (CAG) released a report highlighting that the Union Territory of Jammu and Kashmir failed to avail ₹3,970 crore of central funds earmarked under the Jal Jeevan Mission. The amount represents a significant portion of the assistance promised for providing safe tap water to rural households.

According to the CAG observations, the shortfall arose because the UT did not submit the required utilization certificates or meet the conditionalities laid down by the Ministry of Jal Shakti. As a result, the funds remained undrawn from the central pool.

The Jal Jeevan Mission, launched in 2019, aims to ensure functional household tap connections across India by 2024. For Jammu and Kashmir, the mission envisages covering a large number of villages in both the Jammu and Kashmir divisions.

The CAG has recommended that the UT administration expedite the completion of pending documentation and strengthen coordination with the central ministry to unlock the allocated funds and achieve the mission’s targets.
