The Union Ministry of Environment has clarified that setting up heliports and helipads does not require prior clearance under the 2006 EIA Notification, as they are not listed in the Schedule.

New Delhi – The Ministry of Environment, Forests and Climate Change announced that projects involving heliports and helipads are not subject to the mandatory environmental clearance stipulated in the Environment Impact Assessment (EIA) Notification of 2006. The clarification comes after several state and private entities sought guidance on whether the existing regulatory framework applied to these aviation facilities.

According to the ministry’s statement, the Schedule of the 2006 EIA Notification does not enumerate heliports or helipads among the activities that trigger a compulsory assessment. Consequently, developers can proceed without obtaining the prior environmental clearance that is otherwise required for listed projects such as large industrial plants or infrastructure works.

The decision is expected to streamline the approval process for expanding air‑mobility infrastructure, especially in remote and tier‑2 cities where helicopter services are being promoted for tourism, medical emergencies and connectivity. However, the ministry emphasized that standard environmental safeguards and post‑construction monitoring would still apply under existing laws.

Stakeholders have been advised to continue complying with other relevant regulations, including land use, safety standards and local clearances, to ensure that heliport and helipad developments do not adversely affect surrounding ecosystems.
