The Goa government has restructured its smart city programme into a state-level Special Purpose Vehicle after encouragement from the central government.
Goa’s administration announced that the ongoing smart city project will now be managed through a state-level Special Purpose Vehicle (SPV). The move comes after the Union Ministry urged states to adopt SPV structures to improve project financing and implementation efficiency.
The newly formed SPV will consolidate all smart city initiatives under a single legal entity, allowing for clearer accountability and easier access to central and private funds. Officials said the arrangement is expected to streamline procurement, reduce delays, and align the project with national smart city guidelines.
State officials indicated that the SPV will be overseen by a board comprising representatives from the Goa government, the central Ministry of Housing and Urban Affairs, and industry experts. The transition is slated to be completed within the next few weeks, with the first tranche of funding to be released thereafter.
