Bihar Government Sets Up 5‑Member Committee to Overhaul Exams and Stop Paper Leaks

The Bihar state cabinet announced on Monday the formation of a five‑member committee tasked with overhauling the state's examination system. The panel, chaired by the Education Minister, includes senior officials from the School Education Department, the Examination Board, and a retired university professor. Its mandate is to draft a comprehensive set of reforms that will tighten security, introduce digital processes, and establish strict penalties for paper leaks.

Paper leaks have plagued Bihar's competitive exams for years, undermining the credibility of results and prompting repeated protests from students and teachers. The new committee is expected to review existing protocols, recommend technology‑driven safeguards such as encrypted question banks, and propose a transparent monitoring mechanism.

The government has said the committee will submit its report within three months, after which the recommendations will be presented to the cabinet for implementation. Stakeholders have welcomed the move, noting that a focused, multi‑disciplinary approach could finally curb the recurring leak incidents.
