Andhra HC Declares Petitions Against Three-Capitals Plan Futile

The Andhra Pradesh High Court has dismissed petitions filed by opposition groups that challenged the state’s plan to split its capital among Amaravati, Visakhapatnam and Kurnool. In a judgment delivered on Thursday, the court held that the proposal does not violate any constitutional provisions and that the government has the authority to decide the location of its administrative centres.

The petitions, filed by a coalition of local leaders and civil society organisations, argued that the plan would dilute the status of Amaravati and create administrative inefficiencies. The court found no merit in these arguments, stating that the three-capital scheme is a legitimate exercise of the state’s planning powers.

With the dismissal of the petitions, the government can move forward with implementation of the three-capital model without further legal obstacles. The decision is expected to clear the way for the state’s long‑term development strategy, which aims to balance regional growth and administrative decentralisation.
