એ.સી.બી. ભાવનગરના પોલીસ ઈન્સ્પેક્ટર શ્રી ટી.એસ.રીઝવીને ચોક્કસ હકીકત મળેલ હતી કે, મંત્રેશ કોમ્પલેક્ષ સામે 'સદ્દગુરુ ઓનલાઇન સર્વિસ' ચલાવતો અશ્વિન બાંભણિયા (ખાનગી વ્યક્તિ) લોકોના આધાર કાર્ડ તથા પાનકાર્ડ કાઢવા અને તેમાં સુધારા-વધારા કરવાનું કામ કરે છે. તે ભાવનગર મ્યુનિસિપલ કોર્પોરેશનના આધાર ઓપરેટર સાથે મિલિભગત રચીને આધાર કાર્ડમાં સુધારા-વધારા કરી આપવાના બહાને નાગરિકો પાસેથી રૂ. ૨,૦૦૦ થી ૩,૦૦૦ સુધીની ગેરકાયદેસર લાંચની રકમ પડાવતો હતો.
